2004 Special House of Delegates Meeting

President Bobbie Beth Scoggins called the meeting to order at 9:15 a.m. on Saturday, April 17, 2004 at the McKay Events Center.
Jerald Jordan, chair of credentials committee, announced names of credentialed delegates.

Bobbie Beth Scoggins spelled out the 2003 House of Delegates motion that was proposed and referred to this special session of the House of Delegates:
HOD_2003_25_MSR
Cathy McLeod moved to increase individual membership dues to $25.00 per sport per year. Seconded.
HOD_2003_26_MSF (referral)
Raymond Kilthau moved to refer HOD_2003_25 to the Budget Committee to study further. Seconded. Passed, 12 to 11. A recount was conducted, and the motion failed, 13 to 11. Failed.
HOD_2003_27_MSR (referral)
Sheri Mize moved to refer HOD_2003_25 to the Executive Board and bring back a recommendation at a special House of Delegates meeting on April 15, 2004, to be decided during USADB tournament (there will be a joint meeting of USADSF, USADB and NSAD during the USADB tournament). Seconded.
HOD_2003_28_MSP (amendment)
Kevin Ryan moved to amend to refer HOD_2003_25 to a special House of Delegates and drop the Executive Board. Seconded. Passed.
John Knetzger then took the floor to explain the USADSF insurance program. He gave a PowerPoint presentation of the major points in the program.
Herman Fuechtmann continued the presentation by explaining the financial aspects of the insurance program. The more members USADSF has, the less the membership fees will cost. 1,000 members at $46 each; 1,500 at $31; 2,000 at $24; 2,500 at $19; 3,000 at $16; 3,500 at $14; 4,000 at $12; 4,500 at $11; and 5,000 at $10.
During a Q&A session, the following questions were posted to John Knetzger with the understanding that he would follow up on them:
- Check on whether there is a cap on number of lawsuits being filed.
- Check how much it would cost to extend Directors & Officers Liability insurance coverage to board officers of each NSO.
- Check whether membership fees can be broken down by sport due to high, medium or low risk.
The meeting was recessed at 10:45 a.m. and resumed at 11:20 a.m.
HOD_2004-04-17_01_MSP
Raymond Kilthau moved to retain the current membership fee system of $10.00 per sport per year. Seconded. Motion as amended tied at 9 for, 9 against. Bobbie Beth Scoggins, as president, broke the tie by voting FOR the motion as amended.
HOD_2004-04-17_02_MSP (amendment)
Herman Fuechtmann moved to amend HOD_2004-04-17_01 by substituting $16.00 for $10.00. Seconded. 10 for, 7 against. Passed.
HOD_2004-04-17_03_MSP (amendment)
Jack Lamberton moved to amend HOD_2004-04-17_01 by making the amended motion effective as of September 1, 2004. Seconded. 14 for, 4 against. Passed.
HOD_2004-04-17_04_MSP (amendment)
Sheri Mize moved to amend HOD_2004-04-17_01 by charging $24 for multi-sports per year or $16.00 per sport per year. Seconded. 14 for, 5 against. Passed.
The meeting was adjourned at 11:50 a.m.
